    Engagement in water governance action situations in the Lake Champlain Basin

    Water quality governance encompasses multiple “wicked” interacting problems that manifest within social-ecological systems. Concerned governments, institutions, and actors concerned with addressing these issues must wrestle with complex systems that span time, space, and scale. This complexity of connected systems requires the participation of multiple actors across political boundaries, problem areas, and hydrologic domains. In Lake Champlain (US), frequent cyanobacteria blooms negatively affect property values, recreational activities, and public infrastructure, in addition to their impacts on the aquatic ecosystem. Through a survey of actors working on water quality in the Lake Champlain Basin, we analyze how actor participation in structured issue forums creates a network of connected action situations across multiple spatial scales and problem domains. We apply exponential random graph models to quantify the effects of scale, issues, and homophily on actor participation in these forums. Our findings show that actors tend to favor participating in similarly scoped forums at their spatial scale, that actors are less likely to participate in structured forums focused on agriculture, and that actors participate independently of others with whom they have pre-existing collaborative relationships. Further, we find that in the case of the Lake Champlain Basin, actor participation in issues related to water quality is misaligned with modeled sources of nutrient pollution. This study demonstrates that the design and maintenance of water quality action situations play an important role in attracting the participation of actors working collaboratively to address wicked social-ecological problems. Further, linking current and potential configurations of governance networks to social-ecological outcomes can aid in the effective and efficient achievement of management objectives

    Modeling Alternative Collaborative Governance Network Designs: An Agent-Based Model of Water Governance in the Lake Champlain Basin, Vermont

With the widespread use of collaborative governance mechanisms for mitigating water pollution, an opportunity exists to test alternative institutional designs based on collaborative governance theory using computer simulation models, particularly when there is a clear relationship between governance networks, observable resource allocation decisions, and measurable outcomes. This is especially the case for wicked problems like nonpoint source water pollution where there are compelling questions regarding how best to design policies, allocate funds, and build administrative capacity to meet water quality standards. We present an agent-based model (ABM) of water governance for the Lake Champlain Basin to simulate the impacts of alternative collaborative governance arrangements on the development of suites of water quality projects. The ABM is connected or coupled with land use and phosphorus load accumulation models that are informed by existing hydrologic models, project datasets, and state-set load reduction targets. We find that regionally arranged collaborative governance in water quality project planning and implementation can lead to better water quality outcomes, thereby affirming one of the central premises of collaborative governance regime theory. We also find that externally mandated collaboration, as opposed to voluntary, self-initiated collaboration, can lead to better water quality outcomes, adding to our understanding of which type of collaborative governance arrangement is best suited to the specific contexts of this case. Further, without adequate administrative capacity in the form of human resources located in central network actors to manage project funds, administrative bottlenecks may form and money can go unspent. This research demonstrates the efficacy of using simulations of alternative institutional design for theory testing and tuning, and policy prototyping

    Researching inter-organisational collaboration using RO-AR

    This chapter focuses on the application of Research Oriented Action Research (RO-AR) to research inter-organizational collaboration within and across the public and non-profit sectors. RO-AR is a phenomenological action research methodology developed by Colin Eden and Chris Huxham (1996, 2006) which they and others have used to research aspects of management and organizations generally and inter-organizational collaboration specifically; the latter being the focus here. To that end, this chapter draws on a program of empirical research into governing, leading and managing collaborations that has been ongoing since 1989, and which has relied primarily on RO-AR. As a program of research, it is concerned with the development of conceptual knowledge that can inform practice and which has accumulated into the still evolving theory of collaborative advantage (TCA) (Huxham and Vangen 2005; Vangen and Huxham 2014). The aim in this chapter is to provide a brief introduction to RO-AR and to explore its applicability to research on collaboration. Action Research, of which RO-AR is a particular type, was pioneered in the United States in the 1940s, most notably by Kurt Lewin (1946). Lewin argued that research for social practice needs to be concerned with ‘the study of general laws 
 and the diagnosis of specific situations’ (36). He pointed, among other things, to the need to design methods for recording ill-structured data and to focus on the relationship between perception and action through taking an interpretist approach to research. In a similar vein, action research aimed at understanding organizations and organizational change began at the Tavistock Institute in the United Kingdom (UK) in 1947. With the aim of conducting research and developing knowledge, the Tavistock Institute developed new participative approaches to organization change and development. In the years that have followed, a number of related approaches have emerged including action science (Argyris, Putnam, and Smith 1985), action inquiry (Torbert 1976), action learning (Mwaluko and Ryan 2000; Revans 1982), appreciative inquiry (Cooperrider and Srivastva 1987; Cooperrider, Whitney, and Stavros 2008) and participatory action research (Argyris and Schon 1991; Whyte 1991). Given the growth in popularity of these kinds of research methods, the literature is unsurprisingly both large and somewhat confusing. Nevertheless, and notwithstanding inherent differences, these methods all involve learning from interventions in organizations with the purpose of bringing about change and advancing knowledge. A distinguishing feature between them is the relative emphasis on change (or practical transformation) and the development of more general knowledge (i.e. theory). The primary purpose of the systematic engagement with action in praxis may be the immediate development of an individual, an organization or a community (e.g. via appreciative inquiry or action learning) or it may be to inform the development of theory on the aspect of management or organizations that is being researched, as is the case with RO-AR. The validity of RO-AR, however, rests fundamentally on the intervention being useful in practice. This close relationship with practice enhances the potential of a theory ultimately developed to inform other contexts. Eden and Huxham distinguish RO-AR from other action research approaches in the following ways (2006: 388): ‱ from organizational intervention projects that do not satisfy characteristics of rigorous research ‱ from research within an organization that does not satisfy characteristics of action orientation ‱ from forms of action research that do not have research output as their primary rasion d’etre. The aim of this chapter is to highlight key features of RO-AR and to show how it may be used to produce good research on collaboration. In what follows, we look at the relevance of RO-AR to research on collaboration, provide and account of the application of the method in developing the theory of collaborative advantage, along with an overview of issues pertaining to data capture and analysis. The chapter also offers a brief evaluation of the method and some thoughts on rigor and relevance for researchers who may wish to apply the methods in future research on collaboration

    Regional Food Systems Planning: A Case Study from Vermont’s Northeast Kingdom

    The number of food systems plans being developed across the United States and Canada are growing. These plans have been undertaken by states, regions, counties and municipalities and share a common focus on advancing the capacity of the food system. This paper provides an overview of how one rural, three-county region, the Northeast Kingdom (NEK) of Vermont, has undertaken a regional food system planning and assessment process. The project is led by a regional planning commission and economic development corporation, Northeastern Vermont Development Association (NVDA). Working with the region’s leading local food hub organization, the Center for an Agricultural Economy (CAE), the year-long planning process has led to the creation of a strategic plan that includes asset maps; goals, targets, and measures; a governance network analysis for support-system actors; recommended strategies and action items; and a proposed implementation framework. We compare the NEK planning process to other previous efforts and draw some conclusions about rural regional food systems planning more generally

    Governance informatics: Managing the performance of inter-organizational governance networks

    This article introduces an informatics approach to managing the performance of inter-organizational governance networks that are designed to create, implement and evaluate public policies and the range of activities undertaken by practicing public administrators. We label this type of information flow process management governance informatics and lay out a range of theoretical constructs that may be used to collect, categorize, and analyze performance in inter-organizational governance networks. We discuss how governance informatics may be able to assess and re-design the accountability and transparency regimes of information flows in inter-organizational governance networks. The integration of a governance informatics-driven performance management system into an existing regional transportation planning network is presented as an application of the framework

    Collaborative governance

    Collaborative governance (CG) refers to a mode of policy and service delivery that shifts away from government- or market-centric settings to a setting in which public, private nonprofit, and private business actors are jointly involved in and accountable for policymaking and service delivery to create public value that could otherwise not be achieved. This mode has arisen as a result of societal issues’ becoming increasingly “wicked,” lacking consensus about what the exact nature of the problem is and what the appropriate solutions are (e.g., migration and refugees, climate change, poverty). These CG networks can often be fragmented and deprived of resources as part of increased fiscal stress, stimulating the search for cross-boundary arrangements for policy and management. Consequently, both practitioners and academics explore how more and better collaboration between semi-autonomous actors with different interests and resources can be achieved in efforts to tackle wicked issues. CG refers to a trend, an era, a practice, a paradigm, and a holistic framework. While there are variations in the way scholars conceptualize or define it as a model, some common features can be discerned. CG is about identifying/being aware of/dealing with the initial conditions of collaboration and the broader context or system in which cross-sectoral governance is situated. We seek ways of structuring and institutionalizing the collaboration in smart and effective ways that are deemed critical to achieving success and performance. The intentional and deliberative design and implementation of CG arrangements can result from deeper awareness of process and structure, as well as requiring active and smart management strategies and leadership roles to be used and played, while acknowledging the importance of being aware of downsides, risks, and constraints in doing so. Effective CG must be accountable, it must lead to public value and effective outcomes, and, in many countries, it must be democratically legitimate

    Crowdsourced Delphis: Designing solutions to complex environmental problems with broad stakeholder participation

    There is a well-established need for increased stakeholder participation in the generation of adaptive management approaches and specific solutions to complex environmental problems. However, integrating participant feedback into current science, research, and decision-making processes is challenging. This paper presents a novel approach that marries a rigorous Delphi method, borrowed from policy and organizational sciences, with contemporary “crowdsourcing” to address the complex problems of water pollution exacerbated by climate change in the Lake Champlain Basin. In an online Delphi forum that occurred over a six-week period during the Spring of 2014, fifty-three participants proposed and commented on adaptive solutions to address water quality in the context of climate change. In a follow up Multi-Stakeholder workshop, thirty-eight stakeholders participated in refining and synthesizing the results from the forum. To inform modeling and policy dialogue, the resulting list of interventions was analyzed by time horizon, domain, type of adaptation action, and priority level. The interventions suggested by stakeholders within the crowdsourcing forum have contributed to the current policy dialogue in Vermont including legislation to address phosphorus loading to Lake Champlain. This stakeholder approach strengthens traditional modeling scenario development to include solutions and priorities that have been collectively refined and vetted
